A casement part (13) is fixed to a casement (2) which turns and tilts on a fixed blind frame (1) on which a frame part (14) is fixed. A scissors-type bar (16) is mounted on horizontal axles on a part fixed to the casement in a tilted position and on a part fixed to the frame. A pivot bearing (10) positioned between the casement and frame parts has a vertical axle. The pivot bearing is between the casement part and an intermediate plate (15) joined to the casement part in a tilted position. The scissors-type bar is positioned between the frame part and intermediate plate.
