An electrical breakdown- (or punch-through) strength testing method in which prior to breaking down the band-type insulation material (1) into intermediate layers, testing takes place on the moved band of intermediate insulation layer material so that the moved band runs in a dashed-line test zone, which extends mainly transversely to the direction of movement (r). With occurrence of an electrical spark-over an error signal (E) is generated and relates to the point on the band of intermediate insulation layer material at which the electric spark-over occurred during passage through the test zone. An Independent claim is given for an arrangement for testing the electrical breakdown strength of thin insulation material.
