Prior to release, the water (5) enters a treatment device (6) which creates shear effects between volume flows as they pass each other and in this way reduce their surface tension and/or modify the viscosity of the water. In the device (6) the water is split into flow (14) and the device (6) can circulate the flows opposite ways with turbulence. The treatment device has a chamber (11) tapering from inlet (12) to outlet (13), the water reversed at the chamber low point so it leaves via outlet (12) in reverse direction to the inlet sense. Device (6) and tank (1) lie in a circuit (8).
