The evaluator (18) calculates vehicle speed from signals received from a positioning satellite and in this way controls the metering device (13) on the basis of vehicle speed and optimum amount of binder required per m2 excavated material or ground. The metering device is activated by the vehicle hydraulics and the hydraulic motor is in turn controlled by the evaluator (18). Metering is preferably by proportioning valve and in the event of satellite signal absence the evaluator (18) controls the device (13) according to an adjustable default value. Signal absence is signaled by the evaluator, using optic or acoustic alarm. The site vehicle is crawler- or wheel-mounted for preference.
