A white fluorescent material (29) is applied on side and bottom surfaces of discharge cells (30) formed by dividing lower plate (25) by glass partition walls (31). The upper plate (20) and lower plate are attached by sealing material, such that surfaces of protective film (24) formed below transparent electrode (22), and discharge cells are oppositely arranged, so as to replace air in discharge cells with discharge gas. An Independent claim is also included for alternating current driven plasma device manufacturing method.
