The device includes a power transmitting unit having a driving gear (100) fixed at the upper portion of a hinge (h). A door fixing unit (n) with a rotary disc is fixed at the lower portion of the hinge, to rotate with the hinge. A rod chamber is formed at the left side of the disc, to receive an actuating rod (330). A rod pressing member (360') is pivotally attached to a bracket above the rod. A first transmission gear is fixed at the middle of the hinge and interlocked by a second transmission gear to a third transmission gear. A door rotary power control unit is fixed at the lower portion of the third transmission gear. A backing member is attached to the lower portion of the rod, and has a steel ball supported by a spring.
