Utility service pipe aperture lining bush has circular flange flush-fit with cellar wall

A house has a cellar with foundation walls with one or more apertures for gas, water or electricity lines. The aperture (1) is lined by an externally- and internally-threaded bush located by end-flanges (2, 4), seals (6) and lock nuts (7). The flanges (2, 4) are esp. positioned to provide an almost flush surface between the flange outer face and the cellar inner wall.
