The sack filler device consists of a trolley, similar to a sack trolley, with a dustpan-like tool and a holder for a disposable refuse sack. A broom or rake sweeps the refuse into the sack. Alternatively, a moveable sack holder has an integral dustpan, so that the sack holder can be placed on the ground and the refuse swept into it.
