The anchoring and holding device has a long post (2) with a rectangular baseplate (5) pivotably fastened on its end via a joint (4). The baseplate is connected to the joint via a spigot (5c), and the swivel angle of the baseplate is 90 degrees. When the baseplate is located at the 0 degree and 90 degree positions it is secured by locking devices in relation to the longitudinal axis of the post. Locking may be provided in intermediate positions of the baseplate. A spade-like tapering is provided on the baseplate, preferably on the narrow side (5a).
