A legal driver performs authorization actions (21) which are memorized (11) and on starting (22) are checked (13). If authorization exists it is eliminated (14) and the system waits (15). Without authorization a countdown (17) commences which results in vehicle blockage (26). During normal use (23) door opening (24) without authorization reset reinitiates checking, count down and vehicle blocking. An Independent claim is also included for electronic equipment able to process authorization procedures and vehicle utilization events.
