PPROBLEM TO BE SOLVED: To provide a highly productive system and method for manufacturing a solid oxide fuel cell component using a liquid spray technology. PSOLUTION: This is a small scale technology for optimizing a fuel cell material based on chemical composition and variable treatment. The method of manufacture and evaluation of the electrode and electrolyte used in the solid oxide fuel cell comprises preparation of non-sintered or partially sintered substrate (106), and supply of the electrode and electrolyte material to a plurality of regions of the substrate using a plurality of liquid spray devices (110). The plurality of liquid devices (110) are arranged with an appropriate angle to the substrate (106) and to each other so that the spray plumes of the plurality of liquid spray devices (110) may be overlapped and a gradient array may be formed.
