This cylindrical outer shell pipe 2 of the jacking excavation device is comprised of sheet-shaped outer shell members 5 by dividing the cylindrical outer shell pipe 2 into a plurality of pieces along the longitudinal direction as well as into a plurality of pieces along the diameter direction for assembly.
