PROBLEM TO BE SOLVED: To provide an insect pest outbreak-forecasting device which can control an operation period, a voltage-applying time, a voltage cutoff time and the like to realize the saving of electric power.;SOLUTION: This insect pest outbreak-forecasting device is characterized by disposing a voltage-applying means (voltage-applying portion 8) for applying a high voltage to an electrode portion, and an applied electricity-controlling means (controlling portion 14) in which the operation period for operating the insect pest breeding-forecasting device, and the voltage-applying time for applying the high voltage to the voltage portion for the operation period, or the voltage cutoff time for cutting off the high voltage to the electrode portion are disposed and which independently controls or can control the operation period, and the voltage-applying time or the voltage cutoff time.
