PPROBLEM TO BE SOLVED: To realize much better services by reducing labor when a user who utilizes a traffic means such as a railroad transmits information such as time scheduled to be home to a party such as his/her family. PSOLUTION: A memory 22 holds an electronic mail address of a transmission party, destination location information 26, line/schedule information 27 and the like. A non-contact IC card 3 acquires an entrance signal and station name information (present location information) when passing an automatic ticket examination machine 6, and sends them to a control part 15 of a fundamental function part 2. A CPU 16 of the control part 15 calculates the time scheduled to arrive at the destination from present time information from a clock 21, the present location information from the non-contact IC card 3, and the destination location information 26 in the memory 22, further creates electronic mail with the scheduled arriving time inserted therein and transmits the electronic mail to the electronic mail address of the transmission party via a modulator 14, an antenna multicoupler 12 and an antenna 11.
