PROBLEM TO BE SOLVED: To encipher a portion of image data portions of encoded video contents by eliminating the problems that a delivery relay person cannot heretofore scramble the video contents or cannot scramble the video contents with the intensity different from that in encoding when the person scrambles the video contents so as to permit partial viewing and listening.;SOLUTION: The digital video scrambling system has a means for detecting header portions by analyzing the contents of digitally encoded input video streams, a means for generating random numbers, a means for determining the substitution positions of the input video streams exclusive of the detected header portions by using the random numbers, a scrambling means for performing substitution processing of the determined positions, and a means for outputting the video streams subjected to the scramble processing. As a result, correct video reproduction is performed at terminals having cipher keys and the portions of the video contents or the contents of deteriorated image quality are viewed and listened (partially viewed and listened) at the terminals not having the cipher keys. At this time, the scrambling can be performed after the video encoding, and an encoding person and a scrambling person can be separate persons.
