In this method, the surfactant and the other organic compound are effectively decomposed and detoxicated at the time of the electrolytic treatment. Also, the electrode is excellent in corrosion resistance against common acid and alkali, only a target organic substance is efficiently decomposed by oxidization in a wide pH range from an acid condition to an alkali condition, and a stable treatment effect is sustained over a long period of time.
