PROBLEM TO BE SOLVED: To provide a method for performing clarification treatment and building a soil cement solidified body (improved body) without pulling up an apparatus to the ground after the clarification treatment is performed, and to provide an apparatus which can be used for building the soil cement solidified body in the ground containing a contaminated soil.;SOLUTION: During excavation of the ground, a substance for clarifying the contaminated soil is added and the excavation is continued while a substance for solidifying the soil is added by providing a time difference. The apparatus has an excavating wing on the lower end of a rod and has at least an agitating wing above the excavating wing, and adds the substance for clarifying the contaminated soil from the first discharging hole provided on the rod during excavation of the ground, and continues the excavation while the substance for solidifying the soil is added from the second discharging hole provided on the rod at a higher position than the first discharging hole.;COPYRIGHT: (C)2004,JPO&NCIPI
