PROBLEM TO BE SOLVED: To inexpensively and surely reform the surface layer of a steel cast slab containing copper and to prevent the occurrence of cracking during hot working.;SOLUTION: The surface layer of the steel cast slab containing copper is melted by either of the induction heating or the plasma heating or by both of them.
