PROBLEM TO BE SOLVED: To inexpensively and surely reform the surface layer of a steel cast slab containing copper and to prevent the occurrence of cracking during hot working.;SOLUTION: The surface layer of the steel cast slab containing copper is melted by either of the induction heating or the plasma heating or by both of them. A pure metal containing nickel or an alloy containing nickel is added to the molten surface layer part of the steel cast slab, Also, a pure metal containing an amount of nickel to satisfy the following formula or an alloy containing the same is added to the molten surface layer part of the steel cast slab.
