PROBLEM TO BE SOLVED: To provide a low carbon steel sheet and a low carbon cast steel piece which can securely be made free from surface defects by preventing inclusions from adhering to an immersion nozzle and from flocculating and coalescing in molten steel so that the inclusions are scattered fine in the steel sheet, and a method for manufacturing the same.;SOLUTION: After the molten steel is decarburized to a low carbon concentration region, Ti and at least Ce and La are added to the molten steel.
