PROBLEM TO BE SOLVED: To provide a polyvinyl alcohol-based resin aqueous solution containing a boron compound causing no gelation for a long period of time despite being incorporated with the boron compound, and to provide a method for preparing the solution.;SOLUTION: The stable aqueous solution contains a polyvinyl alcohol-based resin as the main component, 2-30 pts. wt. of a boron compound based on 100 pts. wt. of the polyvinyl alcohol-based resin, and a chelate-forming polyol in an amount enough to chelate the whole boric acid corresponding to the whole boron in the boron compound.
