PROBLEM TO BE SOLVED: To provide a method that improves tap water, well water, or industrial water into water containing high content of active hydrogen at a low cost without using equipment for electrolysis or the like, and manufactures alkali ion water and reduced water sustaining themselves over a long period of time.;SOLUTION: Getting a hint that control of oxidation and reduction in organisms and plants is carried out by sulfur bacteria, a long-term water quality improving agent is created, which absorbs high-frequency waves by an electric conductor made by carbonizing protein and carbohydrate containing these components, accumulats them in a high dielectric material, and generates a water electrolysis action by releasing charges to a contact interface between it and water to properly elute sulfur components in the composition.;COPYRIGHT: (C)2004,JPO&NCIPI
