PPROBLEM TO BE SOLVED: To provide a communication service providing method by which efficient packet processing in an access line of a network is possible by avoiding pressure of a communication band in which a subscriber utilizes network service by communication for grasping the use state of a subscriber device in the subscriber device and the subscriber line concentrator which are used for the Internet connection service, etc. PSOLUTION: The subscriber line concentrator 11a is constituted by providing a communication control part 12c which demultiplexes the packets from a subscriber I/F 12a and a network connection I/F 12d, the network connection I/F 12d which performs format conversion of the packets from the communication control part 12c and the network 20, a transmitting/receiving part 12f capable of transmitting the use period information data recorded to a communication management device 9 and a recording part 13 which records the use period information data regarding the connection history between the subscriber device 10a lent out by a transmission entrepreneur and the network 20.
