PROBLEM TO BE SOLVED: To construct a technology for automatically collecting a parking fee in a parking area, and to improve the convenience of use.;SOLUTION: A plurality of narrow area communication units 12 and 14 are respectively arranged in areas adjacent to road areas 1 and 2. The narrow area communication units 12 and 14 output information 29 specific to a vehicle 16 and charging information 31 from a portable telephone set 18 through an on-vehicle unit 17 of the vehicle 16 existing in the road areas 1 and 2 to a charging center 21. Thus, it is possible to automatically collect a parking fee through the cooperative communication of the narrow area communication unit 12, the on-vehicle unit 17 and the portable telephone set 18. The load of the CPU function of the on-vehicle unit 17 is reduced by the high level CPU function of the portable telephone unit 18.
