If an annotation for which the prescribed meaning is defined is added to a document, a service activation part 564 refers to registration contents of the annotation attribute meaning registration area 216a, and interprets the meaning of the attribute of the added annotation. The service activation part 564 executes processing for providing service according to the interpretation result. A totalization result presentation processing part 568 totalizes the will of each participant, such as question/assent/objection, and notifies each participant of the result.
