PROBLEM TO BE SOLVED: To adsorb and remove fluorine in water by using a specific compound metal hydroxide or compound metal oxide.;SOLUTION: A water treating agent for removing fluorine in water consists of the compound metal hydroxide or compound metal oxide expressed by chemical composition formula 1 or 2. The formula is M_1-x²⁺M_x³⁺(OH^-)_2+x-y(A^n-)_y/n and the formula 2 is M_1-x²⁺M_x³⁺O_(2-x)/2^2-, where M²⁺ denotes at least one bivalent metal ion selected from the group consisting of Mg²⁺, Ni²⁺, Zn²⁺, Fe²⁺, Ca²⁺, and Cu²⁺, M³ denotes at least one tervalent metal ion selected from the group consisting of Al³⁺, and Fe³⁺; A^n- denotes anion of (n) valance.
