PPROBLEM TO BE SOLVED: To autonomously and distributively manage a broadcast encryption key in a radio ad hoc communication system. PSOLUTION: Each terminal in the radio ad hoc communication system is provided with an encryption key management list table 660. This table 660 keeps a unicast encryption key 662 used for unicast communication with a terminal to be identified by a terminal identifier 661, and a broadcast encryption key 663 to be used when the terminal to be identified with the terminal identifier 661 performs broadcast communication, correlating to the terminal identifier 661 such as a MAC address. In this way, a broadcast encryption key is provided for each terminal performing broadcast communication, and each terminal manages the broadcast encryption key autonomously and distributively.
