PROBLEM TO BE SOLVED: To provide a flash ROM program writing method and a program development tool that can suppress device cost and circuit area.;SOLUTION: The content of format data in ASCII code representation of a download file for a ROM writer generated after a written program to be written to a flash ROM 12 is compiled are converted to the format of binary data representation and incorporated again as a constant data definition program in a write program file 21a; and the write program file 21a is converted into a write program object file 25a that a microcomputer MPU 10 of a built-in program device 13 can execute and the microcomputer MPU 10 is made to execute the write object file 25a.;COPYRIGHT: (C)2004,JPO
