PROBLEM TO BE SOLVED: To provide an IC card, a rule management tool for the IC card and the server of an Web site which realize distribution of an optimal content by individual correspondence to each customer while protecting the privacy of the customer.;SOLUTION: The attribute information of an individual is recorded in the IC card 10, and whether each attribute information is public or not is set to the server 71 of the Web site 70. A rule for limiting opening for generating an answer by a true-false value to an inquiry about the attribute information from the server 71 is registered. The server 71 of the Web site 70 makes an inquiry at the IC card 10 about the attribute information and generates the Web contents based on opened information to distribute.;COPYRIGHT: (C)2004,JPO
