PROBLEM TO BE SOLVED: To provide an identification code registration update system, an identification code registration update method, and an identification code registration update program capable of enhancing the security against an unauthorized use of a vehicle.;SOLUTION: When a master ID (registration identification information) is entered to a mobile phone 7 to connect the mobile phone 7 to a server 3, a sub ID is registered to the mobile phone 7 when collation of the ID is correct. When an operation button 12 of the mobile phone 7 is operated while a link between the mobile phone 7 and a vehicle 4 is established, the mobile phone 7 transmits a response signal which carries a function command corresponding to the operated operation button 12 and encrypted IDs (master ID and sub ID).
