PPROBLEM TO BE SOLVED: To continue heat collection by an air heat collector even when a commercial power source is lost and an output of a solar cell declines in a composition carrying out control of the air heat collector by using both the solar cell and the commercial power source. PSOLUTION: Loss of the commercial power source is detected by monitoring voltage of the commercial power source and voltage of the solar cell. When the loss of the commercial power source is detected, if it is during fan stoppage, the fan is started when voltage of the solar cell exceeds a predetermined third voltage (Vp3), and if it is during fan operation, when the voltage of the solar cell exceeds the predetermined third voltage (Vp3), operation is continued at a rotational frequency of that time, and when the voltage of the solar cell is higher than a predetermined second voltage (Vp2) which is lower than the third voltage (Vp3) and higher than a first voltage (Vp1), the fan is operated by lowering the rotational frequency.
