PROBLEM TO BE SOLVED: To provide a steel frame, a construction method therefor, and a seismic-response controlled structure, which enable steel-pipe columns to be easily constructed without being joined to each other by welding and which can suppress damage to the steel-pipe column even if an external force is applied to the steel-pipe column by an earthquake, etc.;SOLUTION: A reinforcing plate 6 is provided at the lower end of the steel-pipe column 2, and an insertion part 3, which is deformed earlier than the column 2, is provided on the undersurface of the reinforcing plate 6. A rigid joint frame 4 is constituted by rigidly joining a beam 7 in a horizontal direction. Assembling is performed in such a manner that the respective insertion parts 3 are inserted from openings 2a at the upper end of the other steel-pipe column 2, and the respective frames 4 are rigidly joined by the beam 7a. A gap is formed between the insertion part 3 and a hollow part of the column 2 which undergoes insertion.
