PPROBLEM TO BE SOLVED: To provide a method for increasing the potency of a plant to keep the nitrous acid concentration at a definite level even in the case of growing the plant on a soil polluted with nitrate nitrogen. PSOLUTION: The active nitrogen stress tolerance of a plant is increased by excessively expressing a non-symbiotic hemoglobin in the plant body. The non-symbiotic hemoglobin is used for suppressing the active nitrogen stress of the plant. The transgenic plant keeps a nucleic acid encoding a polypeptide having a specific amino acid sequence or a substance having equivalent function.
