PPROBLEM TO BE SOLVED: To provide a water grass setting apparatus in which much time for setting operation is not required, because it is not required to carry an unglazed pot in which water grass seedlings are planted to a setting position by a boat and spreading of roots of the water grass seedlings is not disturbed, because the setting apparatus is decomposed after a definite period, and marshland is regenerated and water purification can be recovered by preparing shallow. PSOLUTION: This water grass setting apparatus is equipped with an outer frame made of a biodegradable plastic and having through holes in the bottom and an inner frame made of a biodegradable plastic and having a through hole in the bottom. The water grass setting apparatus is constituted so as to clog through holes of the outer frame made of the biodegradable plastic and those of the inner frame made of the biodegradable plastic with water-soluble plugs, insert the inner frame made of the biodegradable plastic through culture soil into the outer frame made of the biodegradable plastic, pack the culture soil into the inner frame made of the biodegradable plastic, plant the water grass seedlings in the culture soil and regenerate the marshland which can float on the water surface as whole the apparatus and recover the water purification ability.
