PROBLEM TO BE SOLVED: To suppress a new environmental pollution to be caused by a decomposition-generated compound by bringing a medium containing at least one of a halogenated aliphatic hydrocar bon compound and an halogenated aromatic hydrocarbon compound in contact with functional water generated by electrolysis of water containing an electrolyte under irradiation with a specific light. ;SOLUTION: Water in which an electrolyte is dissolved is supplied to a water tank 101 from a pipe 111. Then, electric power is supplied to both electrodes 103, 105 for electrolysis, and acidic water is generated on an anode side 105. Herein, a halogenated aliphatic hydrocarbon compound or a halogenated aromatic hydrocarbon compound is supplied to the anode 105 side from a pipe 15, and a light not containing a wavelength of 300 nm or under is applied from a light source 166 installed to the water tank 111. That is, the hydrocarbon compound is brought in contact as function water, and the decomposition is accelerated by the irradiation of light. The functional water deactivated by reaction with the hydrocarbon compound is discharged from a draining pipe 118 into a tank 119.
