PROBLEM TO BE SOLVED: To reduce the effect of an error by limiting the range of the error when the error takes place when decoding the video data.;SOLUTION: A coding section 12 codes each image region unit of a bit stream received by a stream input section 11 according to the control of a coding control section 16, stores picture data being a coding result to a first buffer 13, and stores a code amount and attached information by each image region unit to a second buffer 14 as the user data. A stream output section 15 outputs the picture data stored in the first buffer 13 and the user data stored in the second buffer 14 as a coded bit stream.
