PROBLEM TO BE SOLVED: To easily enforce a sheet heater by providing a laminated structure constituted of a first asphalt-based adhering layer, a sheet heater and a second asphalt-based adhering layer between a road bed and base-course asphalt or between base-course asphalt and surface course asphalt. ;SOLUTION: On a road bed 1, a first asphalt-based adhering layer 4, a sheet heater 6, a second asphalt-based adhering layer 5, base-course asphalt 2 and surface course asphalt 3 are laminated in order. In this case, the sheet heater 6 is constituted by arranging two conduct wires on both the sides of foundation cloth made of fiber including electric fiber and coating these wires by coating bodies. The foundation cloth is woven cloth or unwoven cloth made by using fiber including electric fiber, the electric fiber is fiber with conductivity and carbon fiber or metallic fiber are used, for instance. As a result, a side flow of surface course asphalt can be prevented because sheathing strength is increased and joining of the sheet heater and upper and lower layers can be strengthened.;COPYRIGHT: (C)2000,JPO
