PROBLEM TO BE SOLVED: To prevent the unauthorized use of a Web program on an HTML document or a falsified HTML document unintended by the creator of a Web program.;SOLUTION: An HTML signature verifying means verifies HTML signatures for an HTML document, and acquires the authentication information of the preparer of the HTML document. Then, a Web program execution control means decides whether the HTML document is altered on the basis of the verification result of the HTML signatures, and decides whether the HTML document is permitted to execute the Web program on the basis of the authentication information of the creator of the HTML document. When it is found that the HTML document is not falsified and the HTML document is permitted to execute the Web program, the Web program is controlled so as to be operated.
