PROBLEM TO BE SOLVED: To provide a user terminal, an orderer terminal, an intermediary device, a work distribution/control method, a work distribution/control program and a recording medium for urging cooperation between users, allowing the users to receive an order after auctioning work by taking preference to one's own reasons, and allowing the orderer side to secure workers required from various users.;SOLUTION: This intermediary device 400 receives a work order receiving condition from the user terminal 200 and a work ordering condition from the orderer terminal 300, and classifies the users into a work group receiving a work order and a work preliminary group receiving no order by matching both by auction. Afterwards, activity information on the respective users and information on a progress state of the order received work are gathered from the user terminal 200, and are preserved.
