PPROBLEM TO BE SOLVED: To solve a problem that flickers are generated in a reproduced image due to variations in quantization reference values when gradation quantization is performed for each frame of moving images, and that existing gradation quantization method is processed at low speed or results in poor image quality after processing. PSOLUTION: In gradation quantization processing for performing area splitting processing for animating moving images and for extracting objects therefrom, a frequency histogram is generated for each frame, the histograms are compared to decide whether or not the quantization reference value is to be calculated again. For calculating again, in accordance with the product of the frequency histogram and an error coefficient, the quantization reference value is obtained sequentially, so that the rapid and high-quality gradation quantization processing is realized.
