PPROBLEM TO BE SOLVED: To provide a mud collective treatment plant which is high in the rate of recycling to reuse the mud produced from a civil engineering work site as a construction material and can regenerate various kinds of the construction materials usable as materials for public works and a method for using the mud collective treatment plant. PSOLUTION: The mud collective treatment plant accepts the mud produced in the civil engineering work and subjects the mud to collective treatment. The method has a first treatment line of separating sand by hydrolyzing/deflocculating/classifying the accepted mud, then dewatering the mud by a high-pressure dewatering apparatus and releasing a filtrate after neutralization treatment, and a second treatment line of separating large lumps by classifying the accepted mud without hydrolyzing/deflocculating the mud, then manufacturing blocks by a tamping machine.
