PROBLEM TO BE SOLVED: To solve the problem that, when N wells of a standard cell for a single power source and a standard cell for a plurality of power sources come into contact with each other, the operating speed of the standard cell for the plurality of power sources varies, and the problem that when the N wells are arranged at an interval, tolerance to latch-up is lost since substrate contact is insufficient.;SOLUTION: The standard cell for the plurality of power sources is equipped with a 2nd power line 408 which is electrically separated from a 1st power line 401 in addition to the 1st power line 401 and N wells 404 are arranged at a distance from the entire circumferential border of the cells.
