PROBLEM TO BE SOLVED: To accurately and precisely grasp an abnormal ground, and to exactly predict a ground disaster.;SOLUTION: This method/system has an observation reference point setting means 11 for setting a plurality of observation reference points on a ground surface within a prescribed distance surrounding a target ground object, a measuring means 11 for measuring periodically a section distance between each measuring point for the target ground object and the each observation reference point of the plurality of observation reference points, and coordinates of the each observation reference point, a computing means 30 for calculating a fluctuation amount of the coordinates of the each observation point with respect to the section distance, based on the section distance and the coordinates of the each observation reference point observed periodically by the measuring means, and a determination means 40 for estimating a disaster generation point and/or a disaster generation area in the ground, based on a fluctuation direction of the fluctuation amount calculated by the computing means.;COPYRIGHT: (C)2004,JPO&NCIPI
