PPROBLEM TO BE SOLVED: To provide an ion elution unit generating both of metal ions and hypochlorous acid and to provide an apparatus adding the generated metal ions and the hypochlorous acid to water and using it. PSOLUTION: This ion elution unit 100 generates the metal ion by impressing a voltage between electrodes 113 and 114. The electrode 113 has high ion elution performance while the electrode 114 has a low ion elution performance. The electrodes 113 and 114 have inverse polarities, the metal ions are eluted from the electrode 113, and the hypochlorous acid is generated from the electrode 114. The electrode 113 comprises either of silver, copper, zinc or an alloy containing them, while the electrode 114 has a part of its surface comprising titanium covered with a precious metal or its oxide.
