PROBLEM TO BE SOLVED: To provide an urban community system for allowing an arbitrary individual to freely transmit information concerning intention declaration by using portable terminal equipment in order to share the information with a plurality of individuals, enterprises and organizations in order to store it as dynamic information, and for acquiring community information constituted of the dynamic information and static information by using the portable terminal equipment connectable to a public network wirelessly or with a wire.;SOLUTION: User information concerning the intention declaration of a portable terminal user is transmitted from portable terminal equipment 10 mounted with a location information acquiring device and an information transmitting device through a public line to a home computer 20.
