PPROBLEM TO BE SOLVED: To provide a paper medium utilization information system, a portable terminal and a paper medium utilization information processing program for adding additional functions to the paper medium without performing any special print, and adding the additional functions to the paper medium without affecting the design of contents shown in the paper medium. PSOLUTION: This paper medium utilization information system for adding electronic functions to a paper medium 2 is provided with: an operation detecting means for detecting the operation of a user 4 on the paper medium 2 and the coordinates of the paper medium 2 where the operation is performed; and an additional function performing means 52 for selecting and performing the electronic function to be performed on the basis of the operation and coordinates detected by the operation detecting means.
