PROBLEM TO BE SOLVED: To provide a mobility control node, a wireless resource control method, a communication system, and a wireless resource control program that can easily be introduced to an existing IP base mobile communication system and suppress consumption of wireless resources required for coordinate control.;SOLUTION: The mobility control node (MAP) 20 for managing a plurality of access routers (ARs) on the basis of the Hierarchical Mobile IPv6 is provided with: a binding cache 22 for storing IP addresses of mobile nodes (MN) under the control of each AR and care of addresses of each MN including prefix information capable of particularizing the AR to which the MN is connected; a congestion degree grasping means (resource management section 26) for grasping a traffic congestion degree of each AR particularized by the prefix information in the care of address; and a control means (a resource management section 26 and a routing section 23) for controlling transmission of a packet to the MN in a way of temporarily limiting the transmission from peripheral ARs of the AR whose traffic congestion degree is grasped to be a prescribed reference value or more.;COPYRIGHT: (C)2004,JPO&NCIPI
