PROBLEM TO BE SOLVED: To construct soil cement columns or a soil cement wall of high quality at each site recycling slurry produced at each site in manufacturing the soil cement columns or soil cement walls at a plurality of sites.;SOLUTION: Slurries 6 discharged to the ground at a plurality of sites are conveyed to a soil cement manufacturing plant 7. In the soil cement manufacturing plant 7, the slurries 6 of different kinds conveyed from different sites are mixed with cement to manufacture soil cement 4. The soil cement 4 is conveyed to a plurality of different sites, and while jetting the soil cement 4 when pulling up an excavating shaft 1 at each site, the excavating shaft 1 is pulled up.
