PSOLUTION: This low-temperature thermal burn prevention floor heating system is constituted by a floor material formed by integrally stacking an upper material of a thickness d configurating a floor surface, a thermal diffusion material of a thickness t and a lower material, in this order, with respect to a floor heating system composed of an electric or hot-water type floor heating panel, and the floor material placed on the panel. The thickness d of the upper material and the thickness t of the thermal diffusion material are determined to satisfy a relational expression I : tadSP2/SP+b (where d : 0.01-12 mm, t : 30-1,000 m) obtained by introducing coefficients a, b determined in accordance with the panel of a specific maximum output W/mSP2/SP, whereby the floor material is constituted to achieve a human body surface temperature of 42 C or less on a contact face with a floor in a state that the floor surface heated by the adapted arbitrary output panel is closed by the human body.
