PPROBLEM TO BE SOLVED: To form a complicated face and a concealed face into a three-dimensional model in a short time by a simple operation, based on one sheet of photograph provided by photographing an actual existing building, and to also update it. PSOLUTION: This generator is provided with an image display part 101 for displaying one photographed image to promote for an operator an input of a top position on a prescribed face constituting a building desired to be formed into the three-dimensional model out of the one image, and for calculating a picture element position with respect to the top position, a building installation position calculating part 102 for calculating a building installation position with respect to the building, a building height calculating part 103 for calculating a building height of the building, a building texture getting-out correction part 104 for getting out a texture, that is a pattern of a surface of the building, to correct a shape of the got-out texture, and a building database 105 for recording a three-dimensional model data having the building installation position, the building height and the corrected texture.
