PROBLEM TO BE SOLVED: To provide a novel disability welfare file for a support expense system which is provided with a takeout holder for binding only papers necessary for hearing on the occasion when a person in charge of municipality visits a user for hearing and wherein the holder is made fittable and removable, while whole information on one user can be bound in one file.;SOLUTION: A binding device composed of slender strip-shaped pieces 4 interposed between the right and left holders is provided in a spread-form file main body 1 the right and left holders of which are in the form of a spread.
